I am not sure how this could be a new regulation since all states in the continental US require it. Not all have a clear medical exemption either. Titers are never acceptable here.

If bringing a dog across the border I would hope it is vaccinated or has a medical exemption or the owner and the dog are going to have a very hard time here should any concern arise.
