I would have to agree, this person needs to be reported to the authorities.

At four weeks of age your pup should still be eating a puppy gruel which is like a malt like consistency. There are tons of recipes on line for it. I use half and half can and dry puppy food, ground up and mixed with evaporated milk. Once his teeth start coming in than introduce softened kibble. Let it soak in the evaporated milk and than smashed with a fork and the older her get you can gradually add some dry kibble.
