I would send this man a registered letter, return receipt requested, stating I was going to be notifying the above people because you have clearly been targeted by a prize scam. Then notify the people mentioned above, pick one or several! Do NOT let this man get away with this scam!! He will continue if there are no consequences for his behavior. Good luck with this illegal and annoying encounter....this is so upsetting and discouraging....
