I noticed him squinting, took him to the Vet right away. Seems he has Canine Keratoconjunctivitis Sicca (KCS). He had surgery. They sutured his third eyelid to cover his eye to heal. He is on multiple eye drops and he will be for life.

Yes you should tell the breeder. The breeders response will tell you if they are reputable or not. Sire and dam should not be kept in the breeding program.
