He sounds like a social eater. He wants to eat with you. Has he always been this way? Maybe he feels safer around you? I think some of the Yorkies behavior is misleading, they bark up a storm and act like the boss, but I think it means they feel threatened. You could try putting him in a gated room without the other dog and see if he eats better there. Or closing off the kitchen until he finishes all his food. Some people feed their dogs in the kennel and that might make him feel safer. Do you free feed or feed several times a day? My two eat so fast, I can't get out of the kitchen before they are finished eating.
