The cause could be a number of things from mites, yeast overgrowth, injury to the eyes, and more. Many general vets do not know a lot about eyes and can miss things.

The dogs might be getting hair in their eyes from wrestling, and then rubbing their eyes. This is potentially harmful.

If there is also redness around or in the eyes or other signs of irritation (excessive tearing can be worrisome), there might be something going on that needs to be treated. You might save yourself a lot of time, aggravation, and money by having an ophthalmologist take a look.

I would separate the dogs with xpens or baby gates when you are not home to supervise. See if this helps. They will still enjoy the companionship, even separated. Then when your puppy is a little older and less inclined to wrestle so hard, then maybe they can be together.
