Many show breeders will not sell a breeding female to someone who wants to be breeding mixed dogs, in fact most breed clubs disallow breeder members from breeding mixed breeds, and yes that includes the marketing term of designer dogs. They are mixed breeds pure and simple.
If you want a dog to breed, yes indeed at the minimum you will need to pay the price for a breeding dog.
