It's difficult to tell from a picture, but she looks like a silk coat to me, which is the proper coat for a Yorkie.
I have one with a cotton coat and another with a silk coat. I can tell you it is MUCH easier to care for a silk coat, for both the dog and you. A cotton coat tends to mat, so I keep the cotton coated one with a shorter cut.
Your pup is still young and the coat is not through changing.
