Yes he could have. We were very lucky this was a very un-organized terrorist. It has been a long time since I visited Parliament, but from what the news stories tell us he could have gone left to where the PM was, or right into the opposition caucus room.
I believe there to be no screening of visitors to the Parliament House, something which may have to change now.
There is much to find out about the lack of security and how the events of that day transpired. I think the news is saying there are 3-4 security of different divisions that provide for security around Parliament hill and in the Houses. It has been brought up a number of times that this is not an ideal situation.
