A great part of Penny's training is helping her build confidence and get over her fears. We've worked on obvious everyday things we come across like crowds, traffic, skateboards, bicycles, elevators, fireworks, etc. This was a prop/marker used by a bachelorette party to help point their guests to the party location. LOL! We were a little surprised this spooked her.
