My advice would be to pick a place for the potty pads and keep the pads there. If you need to confine her while you are gone, place an xpen (dog playpen) around the designated potty area and place her in it.
I know some people have pads in one place and then when they leave the house they put the dog in another place i.e. a bathroom, and put pads in there. In my opinion, this causes confusion. I train my dog where I want her to go, from the beginning. Her potty spot never changes. She knows, no matter where she is at in the house, where she needs to go to, to go potty, and she goes there.
Best of luck getting the pottying under control. She sounds like a real sweetie. You're lucky to have found each other!
