Harnesses are not comfortable to wear all the time, it would be like a female wearing a bra all the the time. But since puppies can slip out the door or a natural disaster can happen while away from home or anything they need to have tags on for easy return. I think the best thing to do and I do it, is a collar with tags and never hook the leash to it but when there going to have the leash on use the harness. I hear the shelters say the biggest problem with lost dogs are no collars and no tags.
