Have you tried those little snap barrettes? Those hold fine hairs pretty well. You can find them @ the baby section. It looks like this:

For the alligator clips to stay on, it would be best to slide the smooth bottom part inbetween the top knot & the band & closing the top teeth part over the hair. That way, it will stay put & not fly across the room or hang over their head when they shake loll.
