My lilah didn't go outside until she was around a year old- actually she peed and pooped and I was shocked and without a clean up bag! (I found a plastic bag in my car, don't worry). I had encouraged her to potty outside (we are also tiny pee pad dogs and very happy to be, not looking to change that just wanted to expand her horizons). Now she is a pro- and an outdoor marking queen to boot! I wouldn't worry about it unless your goal is outdoor training, it will come with time- maybe after winter is over.
