My Leiloni is a strictly indoor gal due to her tiny size. She was also pretty much paper trained when she came home at 10 weeks. When I took her out and actually let her down on the floor she wasn't quite sure what to do. She did eventually get used to it and would run and play but when it came to doing the do, she didn't feel comfortable unless I brought a pad with. So I started saying "go potty" every time she went. Eventually she caught on and even though she didn't have to go I would say the magic words and she would squat and tinkle a few drops. After she got that down we practiced it outside. She was a little skittish at first and would look up at me as if to say "but where is my pad mommy",,,, it was nothing a nice tasty treat couldn't cure the skittishness. Now she's very comfortable going outside and I don't even have to say "go potty anymore. She just goes when she has to.
