From what I have read here and elsewhere, the likelihood that an undescended testis will drop decreases with age.
The procedure for taking care of this is more invasive than a standard neutering, as your vet has explained, often compared to the level of risk of spaying a female.
Follow your vet's advice. Ask him if he has performed this procedure before. As long as to trust his/her skill, I would go ahead if this were my pup.
