You're so right about learning to do one at a time. He's really doing good with outside so once he's got that down we will work on the pads. He is doing everything his big brother is doing so he will eventually learn to use the pads from him.
Don't beat yourself up! While I think harnesses are, overall better, and I prefer them... if a dog is not pulling on a collar, and walking nicely, the odds of getting CT from it are very rare. In fact, I don't even believe collars CAUSE CT, just aggravate a dog who already has it even more.

I've had Jackson gag more from certain harnesses than his martingale collar. It just depends. I prefer harnesses because I like to manuever Jackson with the harness, lifting up quickly from his leash if he's in danger, helping while hiking, etc that kind of thing. But I use a quick slip collar for night time potty trips that last all of 30 seconds.
