He's fine with a collar because he's worn one since he was wearing one since he was 6 weeks old. I think a harness would be more comfortable for him.

It's been a long time since I've had a puppy to train. I'm still hoping he will start to use the pee pads like my 8 yr old. Last night I thought we had a break through with the pads, he walked over to it and went on it all by himself, of course there was praising, treats, and lots of cuddles as soon as he finished. Today I have taken him out every 45 minutes to an hour when he's awake and he goes every time and gets a treat. He's still having accidents in the house but I don't have carpet. I only want him to use the pads when it rains. I live in South Florida and we get a lot of rain and then all the frogs come out and tons of tiny little baby frogs that were jumping out in front of him. I mean, in his face while he was trying to sniff out a spot. There were snails everywhere and slugs, eww. Frogs and dogs don't mix and I was freaked out. I would rather clean up pee from tile than risk anything happening to him so he didn't go out anymore last night after the rain.
You should never hook a leash to a collar on a small dog unless you want to deal with collapsing trachea which there is no cure for. It can be confusing to pups to try and train them to use pads and go outside normally it's best to do one let them get that down and do the other
