One way to see if you can get her to try the stairs (if it's not a pain thing) is to put a treat just high enough so she has to put her front paws on the bottom step to get it. Keep putting one there every once in a while until she's confident, then one step higher...

That's how I trained Brandi to use her steps. I would place treats on each step. I did this in both directions. She was really scared to go down the steps but her love of treat helped her get over that fear quickly.

After awhile, she used exclusively the steps even when I wasn't looking. It only took a few weeks.
