As far as neutering, it may or may not help...that's tough to say. If it were me, I'd probably try it. To help, you need to get an enzyme cleaner (like Nature's Miracle) and treat the marked areas very thoroughly. Then, I'd be confining to smaller areas in the house where he won't go and/or where you have a pee pad available if that's what you're planning. You could also tether him to you when you're home.
