For me it depends on where we're at. In places where there are cars or a few people, definitely a leash. So 85% of the time they are in their harness and on a leash. I think its great to let them run freely when they can.
I'm in Southen California so yard space is really limited (I don't even have a yard). The two places we let them off leash is at my hubby's work and at my work where there a lot of space outside.
