It would depend on the dog and where you walk them. IF you have a dog who is poorly trained and you live on a busy street, a place where there are alot of big dogs, and other dangers, I would not walk them off lead. You can have a well trained one who might be injured off lead...but you could go to a play yard or park that is fenced and allow them to run and play.
I have never walked mine off lead..ever.
