Marking is different than peeing, they will mark even if they don't have any desire to pee, it's more of a hormonal thing and similar to a sneeze. Can you really train someone not to sneeze or yawn? No really, you can do some things that might lessen the activity, but when certain stimuli occur, it produces certain responses that we have little control over. The idea of the spray, is to stop the stimuli from occurring in the first place. By the way, if your dog hasn't been fixed, he will mark more often than a neutered dog. Neutering helps significantly. However, if you have more than one dog, they can actually help each other to produce more testosterone, through the adrenal glands, and testosterone promotes marking behavior.
