Go to: modernpuppies.com and look at their PUPPY APARTMENTS, or just Google Puppy Apartment. These are crates that have a divider so that one side is for sleeping, one side for going potty. Your dog sounds like the perfect candidate for this type of crate! He will choose to "go" where he does not sleep.
Until he gets used to going in his apartment, he should be crated at all times that you cannot watch him closely.

When you CAN watch him closely, start taking him outside
every time he eats, wakes up, or plays, and every two hours at other times. If he does goes outside, give him a treat immediately and say, "Go Potty. Good Boy!" every single time. With patience and consistency he should begin to catch on fairly quickly at his age.
