Back to the original question. No, this will not make him fearful of water. The water spray is merely an extension of your hand, an unknown extension from your dog's point of view. It should be more of an attention getter during a voice command rather than a "punishment", it doesn't hurt physically. The focus should lean towards the voice, the association should be the voice so the spray bottle doesn't need to be carried eventually.
Gucci has very good hearing, it is selective though.
