Oh no they are not! I have one right now that is a mess....I have been bitten quite a few times by him. He is better...just going to take time; and honestly, if they are like that, sometimes they always have some element of it in them. The biters I have had were fear biters .. that is fixable but you have to have a lot of patience. And, you definitely restrict them in public places.
