I know, but it so hard to write a good law, one that doesn't hurt the good breeders and makes it more difficult for poor breeders. I've never seen a breeder here, even the good ones for ANY legislation. They fight it tooth and nail, and they are always so afraid it will make it impossible for them to breed and have their animals in the house. There is always loads of propaganda going on about any bill that is written, and this propaganda is sent out by the large commercial breeders, but they want the small home breeders to fight the bill. The truth is we all have to make sacrifices when it comes to ensuring dogs safety and proper breeding conditions. Pet owners can visit the breeder's home, and breeders can allow that. If they don't trust a person enough to come to their home, they shouldn't trust him enough to give him a pup.
