One problem is that there is no definition of puppy mill, we kind of know what it means, but some people think if you have over a certain number of dogs and the dogs live in kennels it's a puppy mill. I don't believe this, I think that weakens the word and while those may not be ideal conditions, they aren't harmful. Another problem is people pledge to abide by the rules, but that doesn't mean they will do it. Anybody can be hit with the greed bug.
