That poor little baby, I bet he's going to feel so much better when that matted hair is gone...I really hope his skin isn't too bad.

I can't say with certainty that coconut oil is the best ointment for his skin, I've just noticed that it seems to reduce redness and inflammation along with itching. Hopefully the vet will be able to suggest a suitable cream if needed. Like your Kitty, Pebbles will do anything for a spoon of coconut oil, she just loves it!

I'm worried about the zinc oxide in sudocrem, I read that it's harmful to pets. I'll attach a link here so you can take a read.

I hope all goes well for you and this little yorkie, it's really wonderful how you're helping him and his elderly owner out. Fingers and toes crossed here too that the vet is willing to sort out a payment plan with the owner and his little yorkie is soon comfortable again. Best wishes.
