perhaps she does not want to potty inside on a pad, I had the same battle with Lola for a month, boy was she stubborn about not using it. Then if she went on the pad or near it she walked all through it. then someone suggested I start taking her outside, and she took to it in a few days. She is 100% housebroken and my house does not smell like it did with my last dog. She can easily hold herself for 8 hours if needed and rings a jingle bell if she wants to be let out. We live in MI and get lots of snow and it is very cold, so in the winter, we clean a small area outside our front door, when it's time for her to go I open the door hold a long lead she runs outside and in one min or less she does her business and comes right back in. I know this does not work for everyone but after having a pup that used a potty pad vs one that goes outside, I would choose outside over pee pads any day.
