Princess my papilon who is three does the samething with my yorky boo. I also worry cause she some times does his neck too. But i happened to have my hand at boos neck when she got his neck and she barely touched it. Your pup may do what boo does fuss back even yelp to let your other dog know to back off. But they do growel while playing. Sometimes boo growels just as loud as princess. But they have a ball princess is bigger than boo so most of the time hes on his back with her standing over him. But he will get up and they take off running.
