Sounds like he was itching.
I saw in another thread you bath your yorkie every 3-4 days. IMO this is too often, especially combined with using pantene.
Pantene isn't great stuff, the shampoo is full of harsh sulfates and the conditioner is full of silicone. I also don't agree with using people shampoo on a dog because the pH is different. However, I have heard people with beautiful yorkies say they use pantene.
The thing with silicones is they coat your hair making it so moisture can't get in and you have to use harsh sulfates to remove them to prevent build up.
I'd cut back to full washing once a week, you can do butt/private and paw washes more often.
I use shampoos with coconut cleansers and silicone free conditioners. Espree products are popular.
Jenny (mimimomo) carries espree products and madan brushes, a lot of us love our madan brushes.

I use a coconut cleaner shampoo (I have a few I rotate) and ion extreme moisture creme from sally beauty. I wash Lola's hair, rinse well, condition it and don't rinse all the conditioner out. I also mix the ion conditioner with water in a spray bottle and use it as a spray conditioner.

Also are you just brushing or brushing and combing? If you aren't combing you might not be getting all the little knots out. It took me awhile to learn you have to get down to the skin, pay special attention near the base of the ears, the chest, and the legs. Lift the front legs forward and up to get the armpit area too.
