I am so sorry your baby is so ill. Does she have a lot of coughing and/or difficulty breathing where she needs oxygen treatments? There are many medications to try that I would frankly do before surgery. From my understanding the surgery has about a 75% success rate and that is for a survival rate of about a year. It is not a permanent fix. It is not an option I have ever wanted to go with. Of course it is an individual thing, but I strongly suggest a couple of opinions on it.

As Buster Brown said, Gulf Coast Veterinary Surgeons down here in Houston are amazing; but I do know that there are specialists in the DFW area. I am just not familiar with them.

Prednisone is a treatment but there are other meds to try...what has been tried so far?
