I am afraid I too am no expert but it sounds to me like she needs to be seen by a vet for a bladder problem. If she is just walking and peeing as she walks it sounds as though it is not a conscious decision that she is making to go potty but loss of control of her bladder. Best wishes for you and your so tiny one. But the breeder is right that she is much too tiny to go outside to potty. I have a 3.5 lb Yorkie who potties in a potty box for the same reason. The weather can be bad for many reasons for such a tiny one to go out. It could be raining so hard and lightning and cold and all kinds of bad weather that even a bigger dog might not be too thrilled to have to go out in.
