I don't think you need a high protein dog food. I've fed a moderate protein diet to my dogs throughout their lives. I would avoid canned for Chloe. I think you should pick a middle of the line approach for her and watch the fat. A 10-mo old puppy very ill from lean ground beef (~15% fat Max) is a walking pancreatitis risk in my opinion.
