I'm sorry to hear that you're getting conflicting info from vets. I have gone through the same thing with a dog behaviourist and I know how annoying and frustrating it can be when you just want the best for your dog.
I would suggest using the allergy meds and if they don't work going back to the vet for further testing.
Does your dog have any other symptoms besides itchiness and cough ie swelling of eyes or sneezing?
I know my dog has allergies cuz his eyes swell up when he runs through fresh cut grass.
