It took mine a year before I would trust them in the house and still have a few rooms blocked off permanently with gates.
I would try confining in a small area for a while. Also when he poopies wipe a small amount on the pad and leave the pad alone for a day to let him smell it. Maybe that will trigger him to try the pad. These are strange little beings and what works for one may not work for another. Some have also had luck with tethering with a leash to your waist but it didn't work for me. Have patience and be consistent.
