What works for ours with CT and other breathing issues, is the step in harness....BUT we attach the leash to the front strap that goes between the legs. It works like the "Easy Walk" collar this way. I use that one on my larger dogs with awesome results (no pulling) but have yet to see if they make one small enough for our 3.5 lb. yorkie.

I just looked up the Buddy Belt after reading above response and think that one looks great!
