There are diseases, inherited diseases (aka genetic disorders, congenital defecrs) that cause 'stunted' growth. Hydrocephalus in TOY breed dogs:

Liver shunt which is prevalent in the Yorkshire Terrier & it stunts growth. Leggs calve perthes which is also very common in the breed, how many threads do we have on here about FHO surgery???
