This kid was on a swing set in his yard, he had what looked like cocker spaniel, the kid had thrown a rope over the top on the swing set, had tied it to the dogs COLLAR, not a harness then hoisted the dog up, up, up then let it down, he did this several times, a neighbor was video taping this, when this kid saw he was spotted and being taped he stopped. Now that's beyond being cruel.

OMG omg omg . I sure hope they reported this to animal control as well as the parents. That POOR THING! He could've so easily died...this really breaks my heart. And I'm sure this mean kid has done MANY more cruel things to this poor creature.
