The medication in this case is only a band aid and not the cure. Sounds like an allergy for sure. I had three like that. Take him off of all store bought food and treats. Put him on red meat and rice for a couple of weeks, then add some grated carrots for another week, and then some steamed green beans. In the meantime, change his shampoo. I know I will probably get some sparks for saying this (but it worked for all three of my girls) bath him in head and shoulders plus. It has a built in conditioner so don't use anything else. Remember to rinse and rinse, making sure you get all the shampoo off the skin and coat. If these methods don't work, then I would suggest taking him to a specialist for sure.
