Sorry to hear of your poor pup's eye distress. If the regular vet could not help, I would see an eye specialist ASAP. First the scratching could do serious corneal damage, and second, there could be some eye issue that is causing it other than allergies? I know it will be hard on the pup not to be able to scratch the area, but could you get a hard collar to protect the eyes until you can see an eye vet?
Also could the irritation be coming from the mouth/ teeth rather than the eyes?
As it is in both eyes it could be allergies, but I assume the meds were given to address that?
Hope you get some diagnosis soon and you baby feels better.
