I looked really closely...there
is enough slack for him to stand normally, if he wanted to - he stands back down at the very end. It actually looks like this is a "stretchy" leash of some sort too - bc you can sort of see it stretching more when he moves/dances more forward. Granted, the leash is quite short, but it looks like they might be out in public at a restaurant or something, so I'm sure it's just for a short while.
