Have you tried a good conditioner when you bath? Combing while wet is the easiest time to remove mats. Work a little at a time with a comb not a brush! I use a comb that has rolling teeth. This helps prevent pulling. I am sure others will have more suggestions. It is normal for puppies to not want to be combed, but the mats need to be removed or she will get hot spots!
