Default Two year old yorkie partially housebroken

Chewie is 2 years and 4 months old and is still not completly housebroken. Of course is our fault. He is trained to go on the pads, which are in a corner of our bedroom. When he is in the bedroom he goes on the pad (or close to it). If the bedroom door is open and he is somewhere in the house, sometimes he comes in the bedroom and goes on the pad, and other times he goes somewhere in the house. This happens mostly with no 2, but I do find no 1 too from time to time. We don't want to train him outside , because there is no one to take him out when we are at work and he hates beeing confined. He has his den ( a travel bag) where he goes and sleeps sometimes, but he hates to be locked inside, or to leave him by himself in the bedroom.
A weird thing happened last winter. We went to Europe with him, and the while we were there he had only a few accidents in the first days, until we figured out how often to take him out. After that he only went outside, and he even let me know when he needed to go. Here he goes during the night too, there he hold it until the morning.
So, I was wondering what should we do to completley train him...We were thinking of changing the carpet ( it's 16 years old, and some areas destroyed by accidents), but should we change it before we are sure he is trained? Or the carpet triggers the accidents?
