Welcome to Yorkie Talk. Benign lumps are common, but I would have it biopsied to be sure. If your baby has to be under anesthesia to do this, you could combine the trip with a dental cleaning, if she needs it.
Capt Noonie, Priscilla's Uni has had a couple of biopsies done and they came back clean. I'm not sure if they were all done under anesthesia or needle aspiration while awake. I will message her to come and comment here.
