I think you have found the source of your problem. He is holding out for the table food.
Feeding hamburgers and other table food puts your dog at risk for pancreatitis and other serious digestive problems. This can be deadly and result in big vet bills, sometimes $1500 or more just to treat pancreatitis. Keep working on your parents. Have them read some threads here about dogs who have become very sick from eating the wrong things.
Ground beef is sometimes used in homecooking for dogs, but it is prepared differently than a hamburger for humans.
Like others who commented above, I use kibble for my dogs' rewards. Helps make them love their kibble. I also had to play games and essentially hand feed Max his first year.
