Yorkies usually chirp when they are uncertain what we might do next and want to be sure they are included - mine chirps a lot when I go to the bathroom - and he's unsure if I'm about to start to change clothes to leave the house to run errands or what - or they chirp to get attention - a way of saying "I'm bored, Mom".
Life-enrichment activities such as 5 m. of twice daily obedience training, active play that he's physically up to, puzzle toys and puzzle games he has to think or react to or figure out you can play with him will give some structure and meaning to his life and fill him with a sense of accomplishment, self-confidence and joy. Even old dogs need to work and learn to still enjoy life.
