My babies are confined to one room (kitchen) with pee pads in same spot at all times. If babies just wake up I herd them straight to pad, very close to crate and keep them there till they pee. My pad is kind of in a corner so I keep them there till they pee, continuesly telling them to potty, as soon as they do I praise like you wouldn't believe and treat with cherrio's and they are free to roam the kitchen and play. This is for a litter of pup's. They soon learn, going potty = treat and play time. I practically live in my kitchen when I have babies. Also good time to introduce grooming, as babies are playing I am on the floor and each time one comes on my lap or close by I start brushing and gradually introduce the comb and then the grooming table and so forth, in slow baby steps.
For an older pup, that pup does not get free roam till I am 100% sure they have mastered using the pad for that size room and then only introduce 1 room at a time. Be patient, if you can't spend time in the kitchen crate them till you can and start over with herding to the pad till they pee and treat when they pee. They will also learn to fake a pee for a treat lol. Hope this helps. She is still a baby.
