He's utilizing point cutting, which texturizes and adds movement to the hair. It's also great for not giving you that just cut look...you know how your hair always seems to look best a week or two after a cut. Point cutting does that. If you're getting your hair cut right before a major event, you want a lot of point cutting, to avoid that just cut look.
